CM Launches e-Samadhan
January 01 : Chief Minister, Prof. Prem Kumar Dhumal, as a New Year Gift to the people of Himachal Pradesh, launched e-Samadhan (Online Grievance Monitoring System) at his official residence, Oakover, by clicking the mouse here today, providing access to common man visiting him for redressal of their grievances and monitor status of the application presented to him on line within minutes after presenting to him and follow its status. The system had initially been launched from Oakover where registration of all applicants would be made and directions issued entered the same day.
Addressing the launching ceremony Chief Minister said that redressal of public grievances would be accorded top priority by every department while the Ministers of the State Cabinet would also be undertaking extensive touring of different assembly constituencies and organize ‘Prashashan Janta Ke Dwar Par’ (Administration at the Door Steps of Public) to listen to public grievances and promptly dispose them off. He said that the State Government would be endeavouring to take benefit of the information technology to find desired solutions to the public grievances for which necessary infrastructure was being created down to the gram panchayat level so that people had not to travel to state, district and sub-divisional headquarters to submit their applications and meet the concerned officers. He said that e-Samadhan was a step in this direction.
Prof. Dhumal said that e-Samadhan was a bi-lingual citizen centric web enabled and work-flow based software designed for quick disposal of public grievances. He said that a time frame had been fixed for each type of grievance or demand and concerned authority made accountable to deliver relief to the aggrieved within the same. He said that additionally various querries were available in the system not only for updating status and monitoring the grievances but also for analysis and policy making decisions. He said that the system not only addresses the interests and values of citizens but also all stakeholders. He said that online advice from seniors were available to subordinates, file of action maintained online automatically which would be available for viewing by all stakeholders anytime anywhere. He said that all stake holders, citizen, government department, MLAs, Members of Parliament, Ministers and Chief Minister, Media and NGOs had been integrated in such a way that every body was kept posted of the status of application. He said that applicants generally come forward with several demands relating budgetary requirements and provision for such demands had also been made in e-Samadhan to filter such applications and make necessary financial provisions for next budget.
Chief Minister said that e-Samadhan would be a paperless, transparent, accountable, responsive and environment friendly exercise of redressing public grievances in a more effective and time bound manner. He said that computerization of all the government departments was nearing completion which would add to efficiency in delivering prompt services to the public. He said that with the entire administrative functioning online transparency, efficiency and accountability in performing duties would be ensured. He directed the authorities to give added priority to public grievances redressal so that there was no delay in delivery of justice to the common man.
Shri Bhim Sen, Principal Secretary to the Chief Minister and Incharge of the Grievances Redressal Cell, welcomed the Chief Minister, and detailed contents of the e-Samadhan web portal services. He said that there were Sugam Centres at every district headquarter and sub-divisional headquarters delivering people local services. He said that the e-Samadhan launched from official residence of the Chief Minister would help applicants monitor status of their applications.
